Now that's a bullsh*t. I'm 99% sure this is a troll, but still
I'll answer.
*ALL* the crypto stuff requires export license, even if it's a
monoalphabetic substitution. Some algorithms are known to get
the ANSWER (not necesarily a POSITIVE answer - mind you! - but
at least a reply) within 14 business days. Some algorithms are
known to be likely to be license-able "in bulk" - i.e. one
license covers most of your exports rather than having
to get a license to export for every customer, or at
least for every product...
*NO* strong crypto algorithm has that "14 business days reply
guarantee". If you think that IDEA (or SAFER64, or SAFER128)
can be exported from US without a license - there's a nice
cell in a federal facility waiting for you.
