I think neither MIME nor Armor should be MUST.  Both MAY.  You could
argue for SHOULD for backwards compatibility.

If this was so we could have a complient OPEN-PGP softwhere with no
'presentation layer'.  This would not be able to interoperate with
anything and therefore in an internet context be useless.  We MUST have a
MUST have some form of protection threw the vegeries of transport.

Currently I'm favouring MUST mime for interoprabilty with the future and
SHOULD for interoperablity with the present and past versons.
