It could, but there comes a point where we have to admit that some things
are beyond our control.
I don't see that this is an issue for OpenPGP-FORMATS, regardless. Even
there, though, I don't know what we'd say, and I don't think it's so
serious a problem that the spec should be held up for finding a solution.
