Testcases and opgp91f.tgz

The first is at the execpc.com location.  I added the PGP tag on
conventional encryption which seems to unconfuse PGP5.x

The source which produced it is on www.cryptography.org, as usual.
Now version f (a pre-0.92).

I still have to verify it on DEC Alpha, FreeBSD, maybe SPARC, and verify
the mungability.
