Here's what I got from Don. It obviously applies to X9, but
I suspect all IETF needs to do is ask for the same treatment.
Bear in mind 1-pass MQV requires 2 key pairs for the sender
(but 1 per recipient) so it may not be useful for OpenPGP
anyway.

Certicom committed to grant a royalty-free license for ANSI X9 financial
institution use. There would probably also be some words about we
would do this for those that are fair to us and that respect our other
IP, etc.
