That looks like it was meant to be a MUST NOT, not a SHOULD NOT. That is,
under no other circumstances can you use partial body lengths.
This is already a typo that's been corrected to MUST NOT. I also searched
the text for other occurrances of MAY NOT; the words only appear in the
standard boilerplate copyright in lower case.
