I think "human readable" means readable by some humans, once the
collections of electrons in memory are converted to patterns of light
and dark on a display device. Nothing in a computer is human-readable
without transducers. But once you have a transducer, UTF-8 is
human-readable whether it contains USASCII or CJK characters.
