Just subscribe to one of the P1363 mailing lists (message
"subscribe stds-p1363" and/or "subscribe stds-p1363-discuss" to
majordomo(_at_)ieee(_dot_)org) and you will immediately receive the password.
That password "protection" is just a silly IEEE requirement.
