I think that both I and Tom Ritter have previously linked to Adam Langley's
post on this: Doing this right requires 'packetizing' data and computing
partial authenticators.

I also am not sure how backups are in scope for a network working group...
Is there something I'm missing?

OpenPGP is not only for email but even for that it is important.  Being
able to process data in one pass is a MUST.  It has actually been a
design criteria for all core IETF protocols.  Think only about backups.

Streaming data has been and always should be in-scope for OpenPGP.
