I agree that PQ is probably out of scope for the current draft.
That is, replacement of one set of algorithms with another.
Rather, I think it's better to try to think about this as being multiple
algorithms present at the same time.
This also seems sensible to me, and i'd hope if the WG completes the
crypto-refresh draft and wants to continue working together, i'd hope
some folks with good PQ ideas (like the above) would suggest wording for
an eventual recharter. But we need to get the crypto-refresh draft out
the door first.
