My concern is that the rule framework being devised is being scoped too
narrowly, specifically to "services executed on application data by
participating transit intermediaries."
I believe this "narrow" problem scope is already complex enough, and
we should be very careful with broadening the scope. Let's first get
this specific problem right.
There are some good ideas and common consensus seems to form. If we
can cover broader requirements without adding too much complexity -
fine. But I would dislike to see OPES drifting away into more complex
waters that are too difficult to handle...
