What's wrong with this format??

If this is the charter, what is wrong with the format of this mail?
That is RFC2015? 

Can't that be used as a MUST profile or do you all feel that it is too
PGP specific (althoug this IS the international standard of use today!)

I don't quite see why someting like RFC2015 or other relatives to RFC1847
can't be used?
