Definition for DES-40

Because we still haven't heard from RSA about the status of the "trade
secret" rights for RC2, some people have begun to explore alternatives. One
alternative that has come up is using DES wth a 40-bit key. Russ Housley
and I have just submitted a draft on how to create DES-40 keys from regular
56-bit DES keys. You can find it at
