New S/MIME OIDs

I've revamped the S/MIME OIDs list. The list is now a separate ASN.1
module. Please take a look at <http://www.imc.org/ietf-smime/oids.html> and
note the large number of changes that have just gone into the list.

Of course, any changes to the list are welcome. I'm particularly interested
in people scrutinizing the algorithm section for parameters. It seems a tad
lame that we went this long without listing the parameters for DES and
tripleDES. This could lead to a bad lack of interoperability.
