I agree with John Pawling's rationale on language tagging.  There
appears to be little risk that the IETF will not come up with a
solution for imbedded language tags in UTF8 strings, therefore any
S/MIME-specific backup scheme just adds unnecessary complexity.  The
benefit of using ESSFreeText, if any, would be short term, while the
complexity would linger on forever.

And while we're UTF8'ing, we should also replace the DirectoryString in
the ContentHints attribute:

ContentHints ::= SEQUENCE {
  contentDescription UTF8String SIZE(1..MAX) OPTIONAL,
  contentType OBJECT IDENTIFIER }
