If anything, ESS should state: "If a message has more than one
EquivalentLabels attribute, the receiving agent SHOULD
process the first one that it reads and validates that contains the security
policy of interest to the receiving agent."

I think we should give advice to a recipient about what to do if multiple
(possibly conflicting) EquivalentLabels are in a message, although I'm also
OK with deleting this. What do others think?
