If a message has more than one EquivalentLabels attribute it is up to local
policy as to what to do. I'm happy for it to be deleted but I'm also happy
with John's suggestion below, which still allows the recipient to do what
they want but also provides some guidance on what to do.

I think we should give advice to a recipient about what to do if multiple
(possibly conflicting) EquivalentLabels are in a message, although I'm also
OK with deleting this. What do others think?
