draft-ietf-smime-camellia-03.txt ready for Standards Track

The S/MIME working group has completed its review of the "Use of the
Camellia Encryption Algorithm in CMS" draft,
draft-ietf-smime-camellia-03, and believe it is ready to be published as
a Standards Track RFC.
