An excellent writeup. I have two early thoughts. 

       1. Fix the links in the document from "e://". I can't seem to get 
any of them working. 

       2. Summarize the oMUA, rMUA, MSA, MTA, MDA actions as to who fills 
them in and who 
       reads them in a table. Include the "may" and "must" directives in 
the table.
