But in the general case, the idea is really that you
say what it is, and leave the rest of the choice to the user and it's
environment.

"What it is"  is a judgement based on the provider's expectations about how
the document will act at the recipient. I don't think many people will just
stick XML on the net without some intended application.

But people feel that text/xml does not allow them to express "what it is";
in particular, I think people want to run a Java program on the XML document
without having to load an initial HTML document first. If that is, in fact,
the major need, is it something that text/xml should address? Personally, I
don't think so.
