No.

Used in a query string, XPointers could be processed by the server,
resulting in much less network overhead.  It's a cheap form of querying,
but there do seem to be a lot of people interested in such activity.

Yes, and then the client locates the relevant part of this resource using
the fragment identifier.

In some cases, that's great, but in others it's a giant waste of network
resources.

Good for the networking companies, though!
