If subscribed to a WG or other mailing list of the IETF,
then is member of the IETF.
(Yes, by this definition, lurkers are members. Most
organizations have many members who are lurkers.)
Any contributor to the IETF is effectively a member of it.
Only a subset of the membership contribute to the IETF.
