Abstracts are not usually taken to be normative.  Certainly, this one is not
normative.

The Rationale and Scope section is intended to be a normative specification
for the generic aspects of the document.  That is, it says how the document
should be applied.

Like any standards document, the degree of actual force it carries is only as
strong as the community decides to impart to it.
