It has already been done. Look up RSVP. Look up "integrated services." Do some 
research and you'll find that others have already recognized the significant 
problems (scalability, resiliency) associated with trying to implement such a 
protocol, which requires that gateways maintain state for potentially millions 
of connections. Diffserv is one (the) answer to those issues. If you want a 
circuit switched network, just use the ones which already exist. Look up ATM. 
Look up Frame Relay. Look up X.25. Look up PSTN.
