How about adding it to 2606 ? 2606bis could add a note that
".local" might be used for local purposes specified elsewhere.
Maybe plus a reference to www.as112.net if they want to do
something with these pseudo-TLDs.
It could also say that whois.iana.org should answer queries
for these pseudo-TLDs - e.g. "local not found - see BCP 32".
And add your IANA-MoU 2860 4.3 reference to 2606bis. While
we're at it we could also add the RfC 3696 "toplabel" rule:
there is no TLD or pseudo-TLD without at least one ALPHA.
