Re: draft-ietf-ipsec-ikev2-17.txt

For over half of the time, the document blocked on normative 
references also making it to the RFC Editor queue.  As you can see, 
draft-ietf-ipsec-rfc2401bis was the last one to make it to the RFC 
Editor queue.
