Agree. IMHO this is by far the most important part of Brian's proposal, or
of its intent, anyway.

3683 is a _very_ big hammer. Such tools should not be difficult to use,
but they should not be used without careful consideration of whether they
are appropriate. You can do a lot of damage trying to use s sledgehammer
to drive a finishing nail.
I don't think the PR-action mechanism needs to be rescinded, but I do think
it needs to be used with care, and I definitely think we need alternatives.
