+1 to Adrian's suggestion. I'd love to hear from people who live in the PRC about any of the legal questions I have raised. Using specific previous IETF discussions seems a fine way to look at it in a very concrete way.

So far I have heard in private from more than one person that is not willing to comment publicly. Roughly what I have been hearing is "yes it is illegal, no you won't be arrested for it." If that is the answer, I can certainly understand why no one wants to put it out on a public list.

We have plenty of minutes of previous meetings, slidesets, and I-Ds/ RFCs. We even have audio recordings.

There have been loads of Chinese nationals at the meetings who could comment.

Can we find out in advance whether the material is even close to being an issue to the Chinese government?

My guess is that it would not be and that clearing the air in this way would be welcomed.
