It's POTS, which means a few seconds of delay can not be
intolerable.

You say it's "analog POTS". Forget requirements like "real-time"
dialing.
And, remember that the calls of the most advanced POTS of digital
ISDN is delayed a several seconds after dialing, because ISDN has
a wonderful feature of optional and variable length subaddresses.
Remember also that the delay occurs for all the calls even though
virtually no one is using the subaddresses.
