I think it is. The general public perceives RFCs as RFCs, not equally weighty, but NOT ACCORDING TO ANY FORMAL CRITERIA.

We might as well get used to that.

Therefore, I'd like to have maturity levels as follows.

1. draft-foo-0: No requirements, not even that it passes idnits.
1b. draft-foo-<nonzero>: Number of nits should decrease.
2. Final draft: No nits, IPR done, Last Call, archival document,
foo-area review, etc.
3. RFC, whether good and weightly, flimsy and ignored, or April joke.
