Hello all,

Based on feedback received during Last Call, I decided to forward the 
document only in that part which moves RFC 4693 to Historic, pointing 
those who want motivation and/or any further information to the IESG and 
excluding everything related to it from the draft.
Thanks everybody for your comments and criticism.
