Actually it's Mail::SPF and as we already discussed on the spfbis list this
design choice caused operational problems and in some cases applications that
use Mail::SPF have disabled type SPF queries as a result.
One perl module designer being overly theoretically correct doesn't really add
much to your overly theoretical argument.
So far, compared to the discussion we had in the working group at the time,
there isn't any new information to evaluate.
