What is described after that only applies to the IETF stream and is not applicable to the IRTF stream, the IAB stream, nor the independent stream. That is, only the IETF has decided to use designated experts as a standard practice. The other streams MAY choose to use designated experts as well, but if so, must indicate in some fashion that they are doing so, and the rules for managing those designated experts.

It is conceivable that, during the review of this document, the Stream Editors for those other streams COULD choose to indicate to the authors that the same rules should be applicable in their streams as well. OR, the Stream Editors for those other streams COULD choose a different mechanism that they would like to be added to this document. If so, then the document could be modified to indicate either of those.
