Seems to be something for twitter to work out? It could presumably
charge or apply whatever localised policy for tags people wanted to use
in its own service if it wanted to?

Does twitter regulate hash tags or allow users to “own” one? I don’t think
so. So using a hashtag on twitter isn’t much different from typing it in
email or putting it up on a billboard, is it??
