(1) A proposal that the IAB Chair's ex officio seat in the IAOC be changed
to be a seat for an IAB voting member designated by the IAB. That of course

I agree that we could split this into a BCP update and non-BCP
informational document, but it seemed useful to us to describe the intended
mechanics within the IAB to the larger community at least initially. For
final publication, we could split them if desired.
The program description is intended to make clear that there would be a
long-lived mechanism supporting this approach if it were adopted and that
the IAB would identify from among its members a group that will commit to
following the public work of the IAOC and being available to advise the ex
officio member or the IAB.
I've got nothing to say about (2).
About (1), I think we should hear the pros and cons, because I doubt if
this proposal arose in a vacuum. In particular, how would this help the
IAOC be more effective and more responsive to community concerns?
There's a trade-off here. When the ex officio member is also the IAB
chair, as is the case now, you get a single individual who has state on a
wide variety of things (IAB, IAOC, IETF Trust, as well as IESG). That's
valuable, but it comes at the cost of focusing all those time demands on a
single individual and, potentially, ending up with an individual chosen for
a balance of skills even if there were other individuals available owho
might be more effective for IAOC service according to the lights of RFC
4333.
This document explores making the trade-off a different way: it should
increase the amount of time available for IAOC work for the ex officio
member; it should increase the understanding of the IAOC work in the IAB as
whole; and it should make the choice of IAOC ex officio member and Chair
independent.
You're right that it didn't arise in a vacuum. The immediate driver was
largely the "time available" problem. This year the IANA transition has
eaten a great deal of time for the IETF and IAB Chairs, pushing the job
well past the advertised percentage. That will eventually resolve, but it
will always be something. This makes sure that in cases like that, the
IAOC effort does not suffer.
