I would like to suggest that in future notices, it lists where to look
up the comments? The only email addresses in the draft was
iab(_at_)iab(_dot_)org
and the author, and the notice only had iab(_at_)iab(_dot_)org.
I noticed the draft a few weeks ago and have been planning to follow it
and was unable to find any discussion list for the draft.
Do we need a non-wg(_at_)ietf(_dot_)org mailing list for the development of
non-wg
drafts?

That's where these drafts have been discussed extensively. Note that
it's *not* an IETF list, because RFCs are for a wider community than
the IETF.
