That is what is supposed to be in the TO field. What are you asking
for that is different?
I get them all of the time where the 'RCPT TO' and 'TO' values do not
match.
I am sure you do also. Here are some examples:
To: IETF-Announce: ;
To: Our Valued Customers: ;
If the target mailbox is forwarded or a mail-alias (/etc/aliases) then
trying to figure out what the original RCPT TO value was can be fun.

That sounds like a standard format for a URL, contain the parametric
information along with the target domain name.
