The purpose of A-R is defined in Section 1.1 of RFC 5451. You are
assuming that all MUAs can do DNS lookups. That only works when you
are online. A-R can pass the results of the DKIM
verification. There are also some scenarios where filtering is not
done at the boundary. A-R can communicate the results to the
downstream filters.
