What's responsible for creating this file:

I need to add there something like this:
<meta http-equiv="Content-Type" content="text/html;
charset=iso-8859-2">
to the html code, because now it is not being added.
Edit the file $HTML_DIR/.PNM.head.in and run 'make configure'.
$HTML_DIR/.PNM.head.in defines the markup used for each top-level
index for each archive. The config.sh variable MAIN_HEADER actually
defines the header template for top-level archive indexes.
Then, the next the archive is updated, the top-level index
will get your changes, or you can run 'make rootidx' to manual
regenerate the indexes.
Note, $HTML_DIR/.PNM.head.in will apply to all archive top-level
indexes. There is currently no way to customize the top-level
index on a per archive basis.
I did post a patch about a month ago, if you want to use a non-standard
version, which allows multiple .PNM.head files -- it isn't the cleanest
solution, but it works...
