I have lots of mails with plain header fields which are truly iso-8859-1.

While converting them using utf-8 example rcfile I ran into the problem that
they are not converted correctly but returned as-is and created problems
within utf-8 html pages since they are an invalid sequence of bytes for
utf-8.
I tried to get around this using some configuration options like
<charsetalias>, but I was not able to get it working.
So I created this small patch which decides on the contents of the string if
plain is us-ascii or iso-8859-1.
Hopefully it is the correct way to deal with those mail headers, for me this
fix works.
