Did you try aliasing the 'plain' charset name:
<charsetaliases>
iso-8859-1; plain
</charsetaliases>
The 'plain' charset is used to represent text in header
fields that are not non-ASCII encoded. By default, 'plain'
is 'us-ascii', but you should be able to alias it to something
else.
BTW, you may also want to look at DEFCHARSET for dealing
with message bodies.
