Mhonarc doesn't translate similar messages

When 2 same messages come to the same machine running mhonarc, only 1 message 
is translated.

2 questions:

1. Is there any option in the resource file or via command line options that 
will turn this off?

2. How does mhonarc determine that the messages are the same?
