.namazurc is in the same directory as namazu.cgi and has the
right values for Index and Template.

Check if you are using suEXEC in Apache and that permissions for
namazu.cgi is set accordingly. Anytime you see an "Internal Server
Error" message, you should examine the web server's error log to
get a better idea on what may be the problem.
