setuid inc and slocal?

folks,

  on my hp, i get the following:

        [wohler(_at_)hw1175:205]% inc
        inc: unable to lock and fopen /usr/mail/wohler

  a similar problem exists on aix.  if i make inc and slocal setgid to
  mail, then they work fine.  is it really necessary to make these
  programs setgid, or am i missing a configuration option?
