Precedence not allowed by rcvdist

I'm running mh 6.8.3 on a Sparc 10 running SunOS 4.1.3.

I want to put a Precedence: bulk line in the header of a message that I'm
sending via rcvdist so that mail won't bounce back from vacation programs.
The problem is that rcvdist says:
% /usr/local/gnu/mh/lib/rcvdist -form rcvdistcomps.noloop 
`/usr/local/gnu/mh/bin/ali -nolist info-list`
rcvdist: please re-edit draft to remove the ``Precedence'' header!

Here's rcvdistcomps.noloop:
%(lit)%(formataddr{addresses})\
%<(nonnull)%(void(width))%(putaddr Resent-To: )\n%>\
Resent-comments: noloop
Precedence: bulk

(I've also tried:
Resent-comments: noloop\n\
Precedence: bulk
with the same error message.)

There's nothing in the FAQ about rcvdist.  There is nothing appropriate
about Precedence in any of the man pages, and there is no man page for
rcvdist.

Does anyone know (1) if there's a better way of avoiding bounced messages
from vacation programs, or (2) what to do to get rcvdist to handle the
Precedence: bulk line?
