nmh-0.28-pre4 is available

I've put nmh-0.28-pre4 on my ftp site

ftp://ftp.math.gatech.edu/pub/nmh/beta/nmh-0.28-pre4.tar.gz

I've added autoconf support for KPOP and Hesiod.  Since I
don't use either of these myself, I will need folks who use
these to test it.

The INSTALL file lists the options needed to configure
this support.
