This change would keep things from getting confused if someone has
automimeproc set to 1 and also tried to use the whatnow attach stuff.
I recall that there was a flurry of discussion a while ago about changes
that some wanted to make to the attach code but I don't know whether or
not that resulted in any actual work. Thought that I'd ask rather than
searching for it.
There were some changes, but they're orthogonal. The
changes just affect the formatting of the attachments,
such as to optionally include a Content-Disposition
header, or suppress the Content-ID header.
