[Nmh-workers] rpm spec file

I just committed a first crack at nmh.spec.  And I added an
rpm target in the Makefile, though because that's generated
you can't run "make rpm" from a workspace that hasn't been
configured.

It has some rough edges but should be a good enough starting
point.
