Not sure if it needs to be always converted to UTF8 or something like ISO 819x
would also be sufficient.

If both text/plain and text/html is available drop text/html (maybe
configurable ?)
Bottom line.
Focus on dropping unneeded parts and if possible do some simple base64/quoted
printable conversation.
But don't get lost into too much details now. Such small improvements would
make nmh usable for starters again.
