Let's ditch msh

The origin of msh might be interest, perhaps at its funeral :-).

:-)

In a conversation with Marshall Rose, mostly about other things, I
spoke, briefly (obviously not very coherently), about the relationship
between mh and the shell. Marshall went home and implemented the first
version of msh.

In the ensuing decades, I've never had occasion to use it.

The only use I can envision for it now would be to manage
message archives. But of course it's not required for that.
Maybe some day it will get in the way and we'll consider
dropping it.

It's the only non-deprecated nmh program that isn't touched
at all by the test suite.
